参院選挙結果と円安について




2016年7月の参議院選挙で与党自民党が勝利したことに関連して、「円が全面安、経済対策期待でリスク選好」という記事が出ていました。

自民党の勝利によって政権基盤が安定し、株が上がるというところまではわかるのですが、何故それが円安になるのかというところがどうしてもしっくり来ていませんでした。どちらかというと円高なのではないかと。

いろいろ調べて見たのですが、まず日本円は日本のメディアで報じられているようにデフォルトの懸念がある危ない通貨というより、むしろドルやユーロなどより安全資産であるという前提が、世界の投資家の間にはあるようです。

つまり、世界経済が順調な場合は金利の低い円を避けて円安へ、悪化する恐れがある場合は比較的安全な逃避先として円高になるようです。

つまり、自民党政権安定⇒大胆な経済政策が可能⇒日本株価上昇⇒世界経済へ好影響⇒リスクオン(選好)⇒円安、という流れが正しい解釈のようです。

これなら、英国のEU離脱⇒英国/EUの経済停滞⇒世界経済へ悪影響⇒リスクオフ⇒円高、の流れも腹落ちします。

ポイント①:日本円は安全資産(と考えられている)
ポイント②:世界経済に好材料(リスクオン)→円安。世界経済に悪材料(リスクオフ)→円高

私も日本(=日本政府、≠日本国家)には1,000兆円超の借金があるものの、バランスシートの右側に大きな借金があるという意味であって、代わりにそれに匹敵するくらいの資産が左側にある(はず)わけなので、 財政危機・財政破綻というような日本のマスコミでの報じられ方は適切ではないと考えています。

同様に、私的企業である格付け期間による日本国債(=日本円)の低い格付けは恣意的なものがあり、マーケットによる為替(円高=評価高)の方が実態をあらわしているかと思います。

逆に、中長期的に本当に財政悪化(借入金の大小でなく、バランスシートの悪化)をしていくのであれば、マーケットでの評価が下がり(=円安)、政府・日銀が目指しているインフレ&円安にふれるはずと思っています。(日本円=安全資産という前提が崩れる時ですが)

それよりも将来的には少子化による経済縮小(経済停滞でなく)や、貧富の差の拡大の方が市民生活には怖いと感じています。
